I still say it ends up in stacked teams. The team with better players start winning, then eventually get the cash advantage. Then what? You have a team that's filled with so-so players that can't afford any sort of weapon vs. a team of good players that can buy whatever the fuck they want. I don't know about you but my pistol vs. an autosniper every round isn't too enjoyable. Ask strvs, everytime we play it seems to happen.
Besides, if you say the whole point is to win cash, after a few rounds the 16,000 will be used. It doesn't last forever. Once it's gone you'll have to resort to really playing your game to win cash.
I still say it keep it at $16,000. If kids are going to use the noob cannons (which i expect you will gerv hah) then let them, they will be shamed for their choice of weapon. At least you start with a balanced game, kill the stacked teams factor from starting too early, and you will still have to work for cash after a few rounds on the loosing team.
