Looks like its "Music For A Found Harmonium - The Penguin Cafe Orchestra"
check track 1 disc 2 sample on this link:

it doesn't appear to be on most Naapoleon Dynamite soundtrack listings
maybe because it's a traditional arrangement, many versions around.
