The rest of your argument is completly valid, it's human nature yes (Although, if it hadn't been for the formation of governments natural selection would have taken those people out of the gene pool) but the statements I quoted are a bit weird.
There's a big difference telling someone who is in the extremely likely catagory for beating their kids and wife that they shouldn't be able to have kids, and telling a completly harmless (No more harmless then you or I) person with down syndrome that he can't have a kid.
To say "Why stop there?" is to say that I, or anyone else who agrees with the original argument, actually might support that.
That's not at all true, the reasoning behind stopping people from having kids isn't to remove them from the gene pool, that's just another consequence of it, but it's intended purpose is to stop the events like noctis's and jotun's stories from ever occuring.
It's hard to honestly stand up and say that you would encourage a convicted child molester and girlfriend beater to have kids if they wanted, wouldn't you have any concern as to what might happen to the kid? You wouldn't have the same concern if you were asked if a middle class suburbian family wanted to start a family.
