what is happening is he resets his connection and is issued a new IP but will keep the same subnet

ex.

starts with 192.165.1.2
then restarts his connection because you banned that IP
and gets 192.165.1.6

It's much faster for you to ban his IP then for him to reset it via the
ipconfig /release
ipconfig /renew
commands ( in win2k, or winXP)
If your using autokick just keep banning, you will get the better of him.

This is easliy done with a dsl connection cable has a longer least time and is not as easily manipulated
