nah i think youre up against a wall here.
the only was to do this that i see would be if pure server mode worked and only let people run with the original pak files. since they can also be modified in the same way that any mod does youre limited to getting a checksum for the pk3s in order to know they are unmodified.

unless something gets widely used (like CK autokick) and also has a client for people to use to join autokick servers there is no way to do this.
