In reply to the first poster... no. In reply to the no-recoil mod... Yeh, it stops the client-side re-coil of the crosshair, but this doesn't make you any more accurate at all. It's purely visual.
It does help a little, if you're a seasoned player and know how to keep your fire controlled without visual aid, but other than that it won't improve anyone's play a great deal. At the end of the day, the fact that your crosshair is not moving does not have any effect on the accuracy of the server-side physics at all. It just means you have a static reference point by which you can direct your shooting.
The actual angle that you're looking at is the determining variable that the accuracy models fire from, not the crosshair's position. All this mod does is stop the game from off-setting the crosshair to 'represent' the recoil effect.
Is it cheating? I'd say yes, but it's pretty tame cheating. It's like setting bobbing to zero in Half-Life... It certainly helps but it won't make you a great player all on its own.
It certainly doesn't come close to what the original poster was suggesting. You cannot alter the weapon's accuracy and power models client-side and never will be able to (at least until the SDK is released...)
