Pearl harbor was primarily an attack on the military forces stationed there. And it was a surprise attack. Can you really blame them? They knew that sooner or later, their would liekly be a war between the US and Japan, and they decided to launch a surprise attack, and start the war on their terms. I hope I am not offending anyone, but that is the truth.
