The ironic thing is all over the US there are oil reserves which were drilled dry back in the 30's-50's. Since then, what was once thought dry oil reserves have now filled back up with oil. The problem? There are so many restrictions on oil drilling now that most of them can't be drilled. Texas can provide 85% of the US oil needs for the next 12 years, but the restrictions limit that to about 4% for this year.
