The intent was to force a government to do something that the Allies wanted, and in doing so they killed thousands of innocent people.

the allies did it to end the war, b/c thousands more allied troops would of died, if we had to go into japan. And if the terrorists are bombing london in order for the us to leave iraq why not just wait, well pull out soon enough
