The United States federal government has been giving Lousiana money for the last fifty years to prepare for the inevitable event of it becoming part of the Greater Gulf of Mexico, and they've had even longer to play for such a catastrophe. So where did all that money go, because it seems their state was completely unprepared and ill-equipped to deal with such an 'obvious' event.

I don't doubt that federal relief has been coming in more slowly than it should, but the state has more preparation planning in this matter.
