The moment his hands reach in the car, you shoot. Simple and logical. Non-compliance for the entire duration of the "argument", complete disregard for authority and an obvious request for escalation of the situation. Shoot first, answer (yes, answer) questions later.

This was shown as a training video of how things can go wrong, really fast huh ?
