This is america remember? Does the motto life, liberty and puruit of hapiness ring a bell? Maybe doesnt quite cover it. If you are a 100% sure, then charge the person with espionage. If not, stfu, because as madmartagen said, if you start blabbing about it you could ruin that persons career and life, and then find out later that yu were wrong.
