Probably not. All it does is let your computer render more frames and make the game look smoother. If your computer only renders 20 FPS upping your max FPS wont do anything. It also wont fix any kind of net lag.

But upping your max FPS to high may over tax your system and cause it to slow down and "lag" just as if it were rendering to few frames.
