OK you can do anything you want whenever you want. And some places you can drive when you are 14. You can have sex as soon as you pop your first boner, what are they going to do arrest you? your a minor. No you can't be in PORN until your 18 but you can have sex whenever.
You are right abotu the alcohol, although It doesnt stop me or anyone else on my campus.
