i think its ok. whats wrong with using a geiger counter near a buiding? if they find something, they can get a warrant and search. probable cause imo. scanning mosques and mosques alone may be a bit sketchy, but radical muslims tend to hide in mosques. i dont see how it interferes with prayer or whatever.
