Allowing every person a "free murder card" to use on a person they deem unfit to live. WIth the availibility to re-earn the card if you elect to go to court and argue the reason you killed the person. If found just, or atleast justifiable, you would be given another free kill.

Examples.

"i killed jimmy because he was a fucking idiot". You dont go to jail, but you dont get your card back.

"i killed jimmy because he killed my mother and it was his second kill, and he didnt have a card". Justifiable, you get your card back.
