My idea isnt that WTF... Though it does fit the dangerous criteria quite nicely.

I figure if you kill someone with your free kill. Family members are going to use theres on you, and so forth. It unlocks the possiblity of whole families getting wiped out in a private war. Thusly it would make you think twice before killing anyone.
