.scr files are server sided! So an admin can change some variables, including the respawn option.

If you wanna edit the .scr file do the following: open the .pk3 with pakscape tool and open the maps folder. There you´ll find the .scr file for the map (not the map_precache.scr).
Open it with Ultra Edit tool (I use C++ though) and change this line:

level.dmrespawning = 1 // 1 or 0
