It's not legalising it! It is the same law we have had in the uk for a while.
All it means is if you are stopped and have below a certain amount of the drug you just get it confiscated and sent on your way, where as before you could be arrested for possession of a controlled substance.
doesn't mean you can all head down mexico way with your bongs etcc lol
