Well...it is a requirement for living in Canad ain the first place...though I think immigrants should be TESTED a lot more before they get to have citizenship in Canada. i was told by my professor that the Canadian Immigration policy requires people to have at least a masters degree....this is legal immigration im talking about, of course...
