The bullets will return to the earth at the same velocity at which they left the gun. If loose change dropped from the Empire State Building can kill people, then bullets fired into the air certainly can.
No, that's not correct. A bullet coming down would not be going as fast as when it is expelled from the weapon. The only factor working on the bullet at the point of descent is gravity, and everything falling from the force of gravity reaches a terminal velocity.

Going up the the force acting on the bullet is the explosion in the weapon propelling the bullet. Coming down, all the energy of that initial blast has dissipated, otherwise the bullet would still be traveling up. Thus once the bullet reaches its peak, the only force working on it is gravity, and things can only fall so fast.

Change dropped from a tall building can not kill you. A penny will only reach a certain speed until it can go no faster. It would hurt if it dropped on your head, but there is no way that it could kill you.

Terminal velocity for skydivers is somewhere areound 140mph I believe. it is impossible to go any faster than this without some other external force.
