This is what I am looking into.

Upconverts regular DVDs to hi-def: With a regular DVD player, video playback is standard definition, not high definition. That's a problem if you have an HDTV because you can't watch movies in hi-def. This HD conversion DVD player solves that problem. It takes ordinary-definition DVDs and "upconverts" the video to high-definition quality (720p or 1080i), so you can take full advantage of your HDTV.

I am just curious about the quality of an upscaled dvd.

I have been looking around on that site Mr. Glass. Hell of alot of info there.
