Just getting back to that article for a moment.....it states that:-

Is this in fact the case?....unconditional inspections anywhere in Iraq and at anytime?
I was just listening to Richard Butler who headed up the inspections last time and he says the opposite,
ie: constant hinderance to inspectors and conditions that made the exercise pointless........

Anyone got any facts on this?....
