Yes, that is what we are seying - turning on the tracers in multiplayer for all weapons. I fiddled around with it once but thought it must be hardcoded in teh game server since it seemed you could only turn them on for certain weapons on multiplayer (ie turret type weapons, as set up in the weapon's tiki file). But someone over at TMT (Wombat) has figured out something new - they've posted some screenies. You can go there and check it out.
