if it was the power supply the likelyhood that it would start at all is slim. Do you know what caused the power outage? That could inevitably tell where to look for the problem. Try plugging your parents HD in and see what happens. But first try getting into the BIOS on yours and Set boot sequences and primary and slaves that way, making sure that the jumpers on the back of the drives correspond with the BIOS. save settings and restart.
