Because its more than likely something most people would have no knowledge of. Last i checked milla is in the armed forces and even he didn't see what the fuss was about in the video.
And i can
guarantee its about a couple of percent using the same means that you can "
gaurantee" its more than that. I know about the rules regarding flags not touching the ground with the exception of marks of respect as that kind of thing is observed by many countries around the world, a book i have about flags around the world makes note of it, it doesn't however make note of flags having to be flown in specific order, with the obvious exception of signal flags on ships.
Or how about you ask yourself this, how many people do you know who are well versed in law in general let alone laws regarding flags? Should i await the typical bs reponse to this? Probably something along the lines of people reading several law books a night just in case this scenario were to come up?
