I would do another download test when know one else is on your cable modem.

That does look a little slow. My cable company states my download speed is 1.5MBs but I get closer to 2.5 -3 MBs But in MOH upload is more important so you may be in trouble. My upload speed of 320k could only handle about 4-6 player tops and that would not be lag free.

Now on to your other questions
can you limit each computer's bandwidth - Yes, buy a really expensive smart switch. ( not worth it ) just limit your "other PC" use when serving.

can I xfer files from one computer to the other
Yes, you already have a hub, built into your router. if both computers get their IP address dynamically via dhcp built into the router then your setup to share files.

just create a share on one computer and connect to it this way (fastest)

open a window ( any )
in the address bar type \\x.x.x.x <- replace with the ip address of the computer you have shared a folder on
Now you can create a shortcut by dragging the little blue IE icon in the address bar to your desktop.

The main thing is to have the same subnet on both computers, but if they are issued an IP address via the router then this is done automatically.

To find the name of the other computer try in a dos window
net view

This should list all computer names on your network, remember the other computer has to be on .
