You can always use something like Personal Web Server or something of that nature. It will turn your computer into a Web Server and you can put your webpages up and others can view them when they type in your IP. If you really get into it, you can by a Domain name for yourself, which really isnt that expensive anymore. GoDaddy.com is around $7-$10 a year I believe for a domain name...
But anyways, that's what I always used to use, there are downsides to it, but it's yours, and you run it how you want to
