I actually have the exact same problem as you, my FPS was kind of low, and now its been dipping even lower, it was around 20-40 recently.

My specs are

256MB SD Ram
1.3ghz
GF4 Ti-4600 vid card

Also, changing my setting does nothing at all, wtf is wrong?
