The Internet is a large and strange place.
Try this.
Open a dos window and type
tracert x.x.x.x

where the x's represent your IP address. This will show each hop or router to the final destination. If you see a lot of *'s then you have a bad router between you and the server. More then likely your ISP is having problems or performing maintenance, which in turn is effecting your connection.
