I will add more to these, but first I want to know which backgrounds to use.

Oh, and any ideas of what kind of pictures I should put in these?

I'd probably use the second one, but change the color around a bit.

The second one too, but that red that you have going around the borders...eh, i don't think it goes too well with it.

Any way I can get my hands on a good lightning pic? PSP doesn't have effects to make lightning yourself.

Animation Shop, and the Neon tube effect i think it's called......here's goes nothing.
Start with your Background. Add a new layer. (my border).
Create a new layer, call it lightning. It should be layer 2.
Select layer 2(lightning). Click the tube tool. Select the Neon glow, or whatever it's called. Draw a "lightning" line..Make it shaky etc. Then go to color--->hue/saturation/brightness. I think it's called lol.
Select a light blue color.
Then from there, draw the lightning line. little by little though. Open the animation shop. Go to psp, go to layers--->merge--->merge visible.
Copy and paste the picture in the animation shop as a new Animation. Keep doing this process, changing the lightning line. Copying and Pasting on the animation. Frame by Frame. I also changed the Lighting of the image.*
I got to admit, i hate writing tuts, for me it's hard to explain them lol. Sorry.
