Adding color to a scope

Ok , i would like to thank everyone who helped me in making the scope....it was a shader...thanx...but now..how do i add colored lines to it...it's colored in PSP7 but when i save it and run it in the game the lines are either very very faint colored or completly black.....

lol sry this will help with like...a red dot on the scope and blue lines? i don't want a blue shader thing....that gives it a blue tint :-( iam sorry...but i am new @ all this...sry sry
