I think hes referring to "Swish" which is a program that produces Flash movies. Just upload the *.SWF file to your webspace. To use it, use the HTML tag <EMBED>

Yeah, do what Bleu said. By the way, if you're thinking of using a flash movie as your sig...think again. It won't work.
