How about actually hitting the head of the enemy? 2 shots to head and he is dead, 3 if he is wearing a helmet and not just a hat. I dont see any damage difference, the only bad thing is the firing ration. The Allies pistol is a lot faster. The axis pistol is slow, but it has that extra bullet.
