I have no clue what the first one means, something to do with one of the language settings or selector of some sort.
The second is a error on the actual index.php file of AAN.NET on the 168th line of text. It's probably a halt command to not load the file is the first line is screwy. The admin (Boo) or whomever has FTP access to phpNUKE files can fix this.

Looks to me like someone F-ed up and chose a different language that didn't exist, or someone goofed up submitting News.
