How do you vote players out in MOHAA??

How do I use the console commands to start votes for banning or kicking players out of my games? Also, is there a program within MOHAA for banning ip's of cheaters, or do I need one?? Please help rid our games of Cheaters.

in the console, once someone calls the vote, the other people type: vote yes
