The ultimate game would have to be a game that would suit the needs of every type of gamer. Gamers can have different interests, such as graphics, gameplay, realism, MP, arcade, fps, RPG, you name it. By this a game has to incorporate all of these traits, and more.
The ultimate game would simply be called "Life", and the object of the game would be, well, you choose what the oobject would be. The graphics in Life would be very good, especially for the size of the game. The map would consist of Earth, with every road, house, building, and city modeled after it's real life counterpart. Every structure will be able to be entered and explored, creating an absurd level of replay value. Every city would be included, as well as every small town or village.
As stated before, the object in Life would be damn near anything you felt like. The player can choose to rent an appartment, get a job, and eventually work his way up the ladder, become a special forces governmental agent to rid the world of terrorism, be a terrorist and blow up buildings, be a criminal and rob bacnks and stores, become the President or other high ranking government official of any country, deciding how to run the government and who to declare war against, and many many other scenarios. The player can also choose to be a high school student and pick fights in school, or become an honor student to begin his life career. The choice is up to you. The player can also become a sports star and lead his team to greatness.
The game will support many different gameplay styles, including FPS, RPG, sports titles, 3rd person, strategy, or simulation. This will be achieved according to what type of life the player chooses. The gameplay will also change from one type to another in the case that the player decides to change careers.
Once again the graphics will be amazing, and the world will be modeled to represent a 1:1 ratio, meaning the time to travel from point A to point B will be the same amount as in real life. Traffic jams, pedestrians, wrecks, and bad weather will randomly hinder the player's movement, unless the player feels good enough to take out his Glock and take fire upon those poor bastards.
The player will be able to walk into any store or mall and purchase items, and them use those items at his home. The player will have to buy groceries in order to eat, and buy other special needs. For example, if the player is in school he will need to buy the newest clothes to become popular. Of course, the player can decide to be a loner and let the cool kids make fun of him. Weapons will be essential if the player is to be a terrorist, as well as law enforcement.
Life will also license just about damn near every modern product name that is out today. All fast food places, clothing brands, and even actors and singers will be licensed. It will not be an uncommon thing in Life to turn on the radio to hear some Britney Spears, and then hear a commercial about Old Navy.

I have that game, but I call it "real life." To play, go outside (to school or work) and interact with other people, it has all the features you mentioned.

Anywho - if this WERE possible, how fucking brilliant of a game would be. THE SIMS are faaaaaaaaaaaaaaaaaaaaar too limiting in what you are able to do. Fuck the graphics and deliver a REAL WORLD game where your character can fall in love, get a job, go to war, join a cult...etc....
That would kill.
