making radio voice replacement

i see that the radio voices are kept in ur harddrive in main/sound/dialogue/Multiplayer/a/ and /g/
also in pak4.pk3 in the same location

so i made my own radio voices, added them in a pack called user - voices.pk3 in the pak's sound/dialogue/Mulitplayer/a/ directory
when u put that pk3 in main, and i play a game, the radio voices are still default,
does this mean to change my radio voices, i have to replace them on the harddrive in main/sound/dialogue/Multiplayer/a/
and there's no way of using a pk3 to override this?

when you zipped the pk3 did you keep the original directories of the sound files? And also did you rename your sound files to match the names of the originals

and when i hear my radio sounds in game they are very low sound i can barely hear them
