Does the invulnerabiletime setting actually work for spawn -

In breakthrough does the invulnerabletime setting actually work for protecting players from spawn killers. I've heard complaints that some of the players still getting spawn killed even though I have it set up as follows in my server.
set sv_team_spawn_interval 4
set sv_invulnerabletime 10
I have it set up like this cuz I'm wondering if the game actually starts the protection when you get killed, and with the 4 second time delay for the spawning you would still get 6 seconds of invulnerability time.
But I don't think it's working right.
