hmmm ... not the response in these forums to the congressman from Alabama, or was it Mississippi?, that said Katrina was a punishment from God on the sinful ways of New Orleans. What's the difference? That is his belief and the "culture" of his personal religion (although he is the same religion as 80% of America and he was the only nutball that thought that way)
