During "rolling start" street races often done by ricers to let them be in boost range because otherwise there gutless, three honks signifies the start. This was ment to be comical becasue the car with the camera had no intention of racing and honked just to see if the car would take off, it did. Probably staged.

Whats funny about it is the guy in the neon is just driving and the guys in the car beeped 3 times and the guy just instinctively took off liek a fucking idiot lol.
