Pennsylvania Game Commission spokesman Jerry Feaser has been quoted by various newspapers as saying the strange looking animal in the Jacobs photos is "definitely" a "skinny mangy bear." Cobra, btw, those are site camera pictures so it was probably a little box attached to a tree, not a scope attached to a gun.
