In fact, I have often, depending of the server I use, the same problem.
Is it just a normal lag problem, or should it be "fixed" (kind of bug)?

I have also a ping problem. I have cable, but somtimes all pings, including mine rise to 999, and nobody is able to walk or shoot normally.

I find this happens to me sometimes as well - all of the people on the server start pinging around 800 - 900, this happens i think because the server admin sets the limit too high - ie they have dsl and think they can handle 10 players. When ten players join, the server can't handle it and everyones pings go up. Then some people get fed up and leave, then the pings go back down again and everything is fine for a while till the server fills up again and it happens all over again.

Usually, when a player lags badly, they appear to move slowly or stop entirely between packets, making it much easier for other players with lower pings to kill them.

In some instances when a player has particularly bad packet loss you might find this happens, but it's pretty rare.

If it happens then don't worry, I am almost certain that they wouldn't be able to kill you, either.

If you see one of these laggers and they have a better pinger near them, my suggestion is to take out the lower pinger first. Then just get in line with the lagger and line up a shot when they are running away or towards you.

It shouldn't create too much of a problem, really.
