Creating moving clouds as shown...

How do you create clouds that move? like shown here, this was taking off the game American Magee's Alice, I would like to have clouds like that in Medal of honor allied assault. Do you see the clouds moving? I've converted the stars and the clouds ohh and the moon too hehe to .tga's I can see them in the level but theres no animation?
