Agan did not know if the officers who tried to arrest the man would be placed on administrative leave. "This is not something normally covered under the [standard operating procedure] of the department," he said.

Come on that has to be fake. Think about it, how did his body end up on the other side of the fence if he fell into it like that? Obviously the metal pole went through his jaw and that COULD have ripped the head off of the body. BUT, if that happened, and his head is faceing away from the building behind him, then the body would have fallen on the other side of teh fence. If you look closely you'll notice on the bottom of the decapitated head that it is pretty blurry. I think for once Buckwhore is right, it was photoshopped.

Just try and picture how the body could have landed like that, it doesn't make any sense
