Hey Guys,
I don't know how to enable or bring up the console to kick a High Latency player. I ask them to reconnect or to leave outright politely. Unfortunatly alot refuse to. I get very frustrated because my regular crowd is fading away due to laggy players. Any help would be great thanks. BTW I only played Q3 a couple of times so I have no idea how it's gaming engine works.

In your console for the dedcated server just type sv_maxping 200 to keep out players with a connecting ping of 200 and higher.
If you are running a server and playing on the PC that will cause lagg for most players.

What your connection speed is and hardware specifications may be causing the lagg as well.
The easiest way to bring up the console for newbies is to install the Vote mod and use the ` key to bring down the console.
Type clientkick 10 to kick off client 10...if the clients do not have a assigned number...type status in the console to see the numbers.

another way to kick them is type "kick playername". Have done this several times.
