A mod is a developer's job?
No.
The dev's job is to give you a decent game with few to no technical problems.
It's our job as a community to create mods if we want added features or changes in gameplay.

The full game isn't even out yet. 2015 is supposed to release tools soon after the full release.

You can't compare a mission editor for a Real Time Strategy game with one for a FPS one. You just can't. It's 10 times as complex.
