Accaully its Kanji. Its a form of Japanese writing based off of old Chinese characters. So techincally it is Chinese... just adapted for Japan.

Katakana and Hirigana are used more often than Kanji now a-days.

I didn't download the files, i thought they would have been skins on the top and gun skins on the bottom.
Anyway, maybe you could try to e-mail the site admin, his/her email is right there on the main link you gave us. (yes, i'm sure they understand English quite well)

btw, their IRC channel is a no go, mIRC couldn't connect to their server.
