I am not sure if this is possible, but is there a way to turn Force Models on and off by rcon?

its one of the cvar settings ..

Cvar_Set2: command con\s\qsetu\scg_forcemodel\s0\s;\ssetu\sas_forcemo del\s0\q\sall
