If im on the last level (Mission 6) where you're outside the compound. I kill the tower guard, gate guard, and guy manning the machine and get in the compound fine. Then I kill everyone on the upper level and take the German Uniform and the papers. I also put away the gun - But when I go down the stairs the Germans seem to recognize me.. I dont know what i'm doing wrong because it worked the first time. Anyone know what im doing wrong?

Make sure that before you go down the stairs to kill the sargeant and the two soldiers very quickly without them firing thier weapons, using the high standard silenced. Make sure when you get the papers on the table and HOLSTER YOUR GUN. and show the guy downstairs your papers, it should work.
